#1 Hyattsville Charter Amendment Resolution 2009-01
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF HYATTSVILLE, MARYLAND, adopted pursuant to the authority of Article XI-E of the Constitution of Maryland and Section 13 of Article 23A of the Annotated Code of Maryland (1957 Edition, as amended), to amend the Charter of the said City, said Charter being a part of the public local laws of Maryland (1963 Edition, as amended), which Article contains in whole or in part the Charter of the City of Hyattsville, Maryland, whereby the Mayor and City Council increase the number of the Board of Supervisors of Elections from Three (3) to Five (5) and designate the first Tuesday in May as the date for regular City Elections and give the City Council the authority to set an advance voting day.
#2 Hyattsville Ordinance 2009-05
An Ordinance whereby the City Council requires the owner or occupant of any property to keep the adjoining sidewalk free of weeds, debris and obstructions and the areas immediately abutting such sidewalks mowed and free of obstructions.

An Ordinance whereby the City Council allows broader access of qualified voters to absentee voting, clarifying the procedure for handling and counting absentee ballots, setting Tuesday as City Election Day and allowing an advance voting day.

#6 Hyattsville Ordinance 2009-01
An Ordinance whereby the City Council repeals Section A 125-19 (Cable Television Commission) and Section A125-20 (Basic Service Rates and Charges) of the Hyattsville City Code which deletes all references of the Cable Television Commission.
#7 Hyattsville Ordinance 2009-07
An Ordinance whereby the City Council generally prohibits posting of signs in the public right-of-way and regulates signs in the public right-of-way during municipal elections and certain other circumstances and sets fines and penalties for violations, and revokes Section 87-17 as in conflict with the new proposed Health & Sanitation Article in Chapter 65.

An Ordinance whereby the City Council Repeals and Revokes Chapter 95 Recycling as Superceded by 65-1 of the Code.
#9 Hyattsville Ordinance 2009-10
An Ordinance whereby the City Council revises Chapter 65 Health and Sanitation by regulating the collection of trash and debris for private residences in the City and requires Toters for house trash, mandates recycling and establishes procedures and penalties for enforcement as well as allowing appeals of City action and further revokes previous legislation regarding City trash collection from apartment units and specifying that such units are to dispose of their trash and further establishes a 14-Day notice for removal of brush, grass and weeds.
#10 Hyattsville Ordinance 2010-01
AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF HYATTSVILLE, MARYLAND, AUTHORIZING AND EMPOWERING CITY OF HYATTSVILLE (THE “CITY”) TO ISSUE AND SELL, UPON ITS FULL FAITH AND CREDIT, GENERAL OBLIGATION BONDS IN ONE OR MORE SERIES FROM TIME TO TIME IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED SIX HUNDRED FIFTY THOUSAND DOLLARS ($650,000), THE PROCEEDS OF THE SALE THEREOF TO BE USED AND APPLIED FOR THE PUBLIC PURPOSE OF FINANCING, REIMBURSING OR REFINANCING COSTS RELATING TO THE ACQUISITION OF CERTAIN PROPERTY LOCATED IN THE CITY AT 3505 HAMILTON STREET (AND THE FACILITIES AND SITE IMPROVEMENTS THEREON), AND THE RENOVATION AND IMPROVEMENT THEREOF FOR USE BY APPROPRIATE TENANTS AND OTHER USERS, INCLUDING, POSSIBLY, PUBLIC MEETING SPACE AND CITY SERVICES, TOGETHER WITH RELATED COSTS, COSTS OF ISSUANCE AND, IF THE CITY COUNCIL SO DETERMINES IN A SUBSEQUENT RESOLUTION, CAPITALIZED INTEREST; DETERMINING THAT EACH SERIES OF THE BONDS BE SOLD BY PRIVATE (NEGOTIATED) SALE WITHOUT ADVERTISEMENT OR SOLICITATION OF COMPETITIVE BIDS, UNLESS A SUBSEQUENT RESOLUTION OF THE CITY COUNCIL PROVIDES FOR THE SALE OF ANY SERIES OF BONDS BY THE SOLICITATION OF COMPETITIVE BIDS AT PUBLIC SALE AFTER PUBLICATION OF THE NOTICE OF SALE; AUTHORIZING THE ADOPTION OF A RESOLUTION OR RESOLUTIONS OF THE CITY COUNCIL TO DETERMINE AND PROVIDE FOR VARIOUS MATTERS RELATING TO THE AUTHORIZATION, SALE, SECURITY, ISSUANCE, DELIVERY, PAYMENT, PREPAYMENT AND REDEMPTION OF AND FOR EACH SERIES OF THE BONDS; AUTHORIZING THE CITY TO ISSUE AND SELL ITS GENERAL OBLIGATION BOND ANTICIPATION NOTES IN ONE OR MORE SERIES FROM TIME TO TIME IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED SIX HUNDRED FIFTY THOUSAND DOLLARS ($650,000) IN ORDER TO FINANCE PROJECT COSTS ON AN INTERIM BASIS, COSTS OF ISSUANCE AND CAPITALIZED INTEREST; AUTHORIZING THE CITY TO ISSUE AND SELL ITS GENERAL OBLIGATION BONDS IN ONE OR MORE SERIES FROM TIME TO TIME IN ORDER TO REFUND OR ADVANCE REFUND ANY OF THE BONDS ISSUED PURSUANT TO THE AUTHORITY OF THIS ORDINANCE (INCLUDING PAYING RELATED COSTS OF ISSUANCE AND INTEREST ON SUCH REFUNDING BONDS), PROVIDED THAT THE AGGREGATE PRINCIPAL AMOUNT OF ANY SUCH ISSUE OF REFUNDING BONDS DOES NOT EXCEED ONE HUNDRED THIRTY PERCENT (130%) OF THE AGGREGATE PRINCIPAL AMOUNT OF BONDS REFUNDED THEREFROM; AUTHORIZING THE ADOPTION OF A RESOLUTION OR RESOLUTIONS OF THE CITY COUNCIL TO DETERMINE AND PROVIDE FOR VARIOUS MATTERS RELATING TO THE AUTHORIZATION, SALE, SECURITY, ISSUANCE, DELIVERY, PAYMENT, PREPAYMENT AND REDEMPTION OF AND FOR ANY SUCH BOND ANTICIPATION NOTES OR REFUNDING BONDS; PROVIDING FOR THE LEVY OF AD VALOREM TAXES UPON ALL REAL AND PERSONAL PROPERTY WITHIN THE CITY’S CORPORATE LIMITS SUBJECT TO ASSESSMENT FOR UNLIMITED MUNICIPAL TAXATION TO PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS, BOND ANTICIPATION NOTES OR REFUNDING BONDS, AS APPLICABLE, IN EACH FISCAL YEAR; PLEDGING THE CITY’S FULL FAITH AND CREDIT AND UNLIMITED TAXING POWER TO THE PROMPT PAYMENT OF THE PRINCIPAL OF AND INTEREST ON THE BONDS, BOND ANTICIPATION NOTES OR REFUNDING BONDS; PROVIDING THAT THE PRINCIPAL OF AND INTEREST ON THE BONDS, BOND ANTICIPATION NOTES OR REFUNDING BONDS ALSO MAY BE PAID FROM ANY OTHER SOURCES OF REVENUE LAWFULLY AVAILABLE TO THE CITY FOR THAT PURPOSE; PROVIDING THAT ANY OF THE BONDS, BOND ANTICIPATION NOTES OR REFUNDING BONDS AUTHORIZED HEREBY MAY BE CONSOLIDATED WITH ANY BONDS, BOND ANTICIPATION NOTES AND/OR REFUNDING BONDS AUTHORIZED BY ONE OR MORE OTHER ORDINANCES OF THE CITY COUNCIL AND ISSUED AS A SINGLE SERIES OF BONDS, BOND ANTICIPATION NOTES AND/OR REFUNDING BONDS; AUTHORIZING AND DIRECTING OFFICIALS AND EMPLOYEES OF THE CITY TO TAKE ANY AND ALL ACTION NECESSARY TO COMPLETE AND CLOSE THE SALE, ISSUANCE AND DELIVERY OF THE BONDS, BOND ANTICIPATION NOTES OR REFUNDING BONDS AUTHORIZED HEREBY; PROVIDING THAT THIS TITLE BE DEEMED A FAIR SUMMARY OF THIS ORDINANCE FOR ALL PURPOSES; AND OTHERWISE GENERALLY RELATING TO THE SALE, ISSUANCE, DELIVERY AND PAYMENT OF AND FOR THE BONDS, BOND ANTICIPATION NOTES AND REFUNDING BONDS AUTHORIZED HEREBY.
